In a bowl, mix soy sauce, rice vinegar, sesame oil, cornstarch, and ginger. Add the sliced beef, toss to coat, and let it marinate for 10–15 minutes.
Cook the Noodles
Boil the noodles according to package instructions. Drain and toss with sesame oil to prevent sticking. Set aside.
Prepare the Sauce
In a small bowl, whisk together soy sauce, rice vinegar, hoisin sauce, sesame oil, honey, chili garlic sauce, ginger, and water. Set aside.
Stir-Fry the Beef
Heat vegetable oil in a large skillet or wok over medium-high heat. Add the marinated beef and stir-fry for 2–3 minutes until browned and just cooked through. Remove and set aside.
Cook the Veggies
In the same skillet, add garlic, bell peppers, and carrots. Stir-fry for 2–3 minutes until slightly softened but still crisp.
Combine and Toss
Return the beef to the skillet. Add the cooked noodles and the prepared sauce. Toss everything together until the noodles are coated and heated through, about 2 minutes.
Garnish and Serve
Top with green onions, sesame seeds, and fresh herbs. Serve immediately and enjoy the tangy, nutty flavors!
